NGO's are supposed to supplement and support the work of the government agencies. Some municipalities may have specific guidelines for this.

Depends on what activity the NGO's were created. If an entity dedicated to helping people they do secondary roles help. Provide drinking water and meals, clothing, footwear and clothing, medical consultations, vaccinations, transport of wounded, transportation of supplies, transport of wounded, etc.. All approved by local authorities, which has the main role of performance.

Non-Government Agencies provide a civilian based organization and structure to relief efforts during a disaster. This provides a sense of order and purpose that affected people need while minimizing the strain put onto government agencies such as local emergency responders and the National Guard.

NGOs are supposed to coordinate their efforts with federal and local agencies (e.g. fema). Usually the federal government is in charge of disaster relief and coordinating efforts. NGOs often perform services that the government can't or won't provide. NGOs can also help bring important care (such as medical treatment) to a disaster sooner than the government can mobilize.

The role of non-governmental organizations is to address the most basic of human needs during disasters, such as food, water, shelter and clothing. Some organizations such as religious organizations will also provide spiritual support and counseling. NGO's are not to be a used to promote political agendas.

the answer is no going anywhere and to stay and hide where ever there is no windows in your house unless you are in an emergency please go slow on the roads and that's only if you are supposed too. Once again if you are out and about you must stay inside\
