What is the relationship between C-flat and B-sharp?

Note frequencies differ a little for each scale. A C-flat in key G-flat will be a few Hz flatter than standard B. Only brass and strings can play notes accurately.

They are the same note. Depending on the key of the piece of music, the key signature may have some flats or some sharps. Key determines the note name.
