What is the quality of Payless Shoes?

I have had mixed experiences with Payless. My experience has been that if you buy a shoe of a brand that you recognise that it will be of the normal quality for the brand and really good value, especially on BOGO half price. Shoes from manufacturers you dont recognise are not such good value.
