Black shoes are best worn with navy, black or gray suits. Smooth, shiny shoes with leather soles are your most "dress up" choice. Laced up shoes are dressier that loafers. I'd suggest matching your belt color to that of your shoes. Don't forget a good shoe shine job.

I would say yes. If you think about it logically, how many colors of shoes would you wear with any color suit? I'm thinking black is a good universal color for any shoe on any occasion. If you're really worried about it, maybe look into finding a pair of brown shoes.
