Place card holders are used if there's assigned seating and you want your guests to know where to sit. They're not necessary for etiquette but they look nice.

Place card holders are used for a few reasons. These are great for acknowledgement of the guests attending and provides less confusion for the guests to determine where to sit. The tables with the cards express detail with other arrangements that are normally present with this type of setting.
