What is the process for obtaining a search warrant for NCIC?

I want to make sure I dot all my eyes and cross all my t's.

There is a section numbered 28 CFR 50. 2. NCIC data can be released to the media or public based on this as long as it does not invade privacy. You will need to look up more info about this section - I really do not know the finer details.

NCIC stuff can also be released to
1. Member of Congress / representative
2. National Archives and Records Administration and the General Services Administration (authority of 44 U. S. C. Sec. Sec. 2904 and 2906. )

The NCIC can only be used by a criminal justice agency - police officers, FBI, etc. What exactly do you do and why do you need access to the NCIC?

An individual has no access to NCIC. That is strictly for use by police officers and state attorneys. These individuals use NCIC for various reasons involving a search warrant. They would take the information from its data bases to ascertain how dangerous the person might be, etc.
