The octet rule has to do with valence electrons and atoms combining. It basically states that atoms tend to share electrons so they have 8 valence electrons.

The octet rule states that an atom's valence (outer) shell of electrons group up to eight to take on the configuration of a noble gas. Ultimately, the octet rule describes a stable molecule in that a molecule tends to be the most stable in the configuration of a noble gas.
