Legally, there is no age on communication with an individual. One may chat to someone of any age about age appropriate topics. Most chat rooms, Forums and IM clients however impose the age of 13 as the minimum for use of their product without parental consent. It is considered by many bad form to do so without regardless.

There is no minimun age requirement to legally chat with others over the internet. However, to protect minors, most services will require guardian's consent for users under 18 years old.

Do you mean a stranger or someone that you know? My best guess is somewhere between the ages of 13-18 depending on what service you are using. If you are chatting with strangers just be careful.
