Well first of all there are two different types of tortillas. There's a flour tortillas and corn tortillas. Flour tortillas are made from dough that uses all-purpose flour (wheat flour). Corn tortillas are made from a corn dough aka masa using corn flour. Chalupas are masa dough that is molded to make cups / bowls and are then deep-fried.

Tortillas and chalupas are made with masa (corn flour dough.) However, chalupas are sometimes a little thicker, larger and are made with a rim around them. They are fried until they are a little crispy. Then, they are topped with fillings, much like a tostada. The rim keeps the fillings from falling out.

A tortilla is a flat, unleavened bread product that is typically made from wheat flour or cornmeal. A chalupa is made by deep-frying a tortilla. So basically, the difference is that a chalupa is fried and a tortilla isn't.

The main difference between the two is the method of preparation. Tortillas and chalupas are both baked, but chalupas are fried as well just before serving.

The difference between a tortilla and a chalupa are in the way they are prepared and cooked. A tortilla can be a cornmeal or flour based dough that is cooked on a hot skillet or comal without the use of oils or fats. Chalupa dough is deep fried when cooked
