Human resources refers to the business function once called Personnel. A "human resource" is literally a human who is a company resource: usually an employee.
The name "Personnel" has been replaced with "Human Resource". Their duties are actually the same, which is hiring, training, labor relations, and benefits. They maintain the companies most valued assets.
