Poor venous return from your legs due to incompetent valves in your veins, congestive heart failure, lack of activity that involves the calf muscles, and overuse of salt can lead to swelling. If elevating your legs for a few minutes several times a day doesn't decreases the swelling you should check with your physician.

High blood pressure is one of the most common culprits. Too much salt in a diet can cause swelling as well. If you are of child bearing age, then you could possibly be pregnant because the ankles are usually the first thing to get bigger. It could also be a sign of poor circulation.
