What is the best way to tone muscles?

I want to tone, not bulk up.

Do lots of cardio with your strength training. Also, do more reps with a lesser weight to just tone and not bulk.

Low body fat causes tone, but avoid moderate lifting in the 8 - 15 rep range. Do routines with a mix of high reps/low weight and low reps/high weight.
