In removing a stucco from cement, a sledge hammer and a pry bar could do the job. The stucco as a surface cover material will easily detached or come loosely from the wire mesh once pounded lightly by the sledge hammer while the remaining stucco materials can be detached using the pry bar.

It is easiest to remove by using a chisel lightly tapped by a hammer. After this, a steel brush can scrub off any remaining stucco.

The best way would be to use a hammer and a brick. Start by lightly tapping the stucco with the hammer, this should start loosining it. Take a brick and rub it on the conrete surfac to grind down the remaining stucco. Rinse with water to assure removal.
