Puppies are like babies and to smack a puppy with paper might give a short term result but a puppy needs to know where it stands in the pack and to learn boundaries. Puppy training school is the best for a fulfilling long term relationship which will be rewarding to both dog and owner.
I personally found the best way to do this is to spread papers and confine the area as much as possible. Every two hours I would take the dog to the papers. This takes a lot of patience but dogs are smart and they do learn.
