Steven Spielberg's best movie is Close Encounters Of The Third Kind. The movie has a great story, special effects galore, a scare or two along the way, and is still family-friendly. I prefer this movie to ET any time.
There haven't been many movies Steven Spielberg has both written and directed, but I would have to say the best was Close Encounters of the Third Kind.
