It is difficult to say which is the "best" payroll company, but a very popular company used by many companies is Automatic Data Processing, or the ADP Company. However, a small company might be better suited with a local bookkeeper.

ADP is the best payroll comapny in my experience. The 'HRB module' is good for larger companies, and their 'Total Source' is great for smaller companies.
