The IRS fraud tip line would be a good place to start. The number is 800-829-0433. Your boss is basically stealing from every taxpayer who is paying their taxes correctly.

You might want to start with the Fair Labor Board and they can guide you. It probably wouldn't be a good idea to tell of your intentions.
