Usually to remove a fuel filter you fill just need two open-end wrenches. They could be metric or they could be standard, it depends on your vehicle. You need to use one wrench to unbolt the filter and one wrench as a back-up wrench to hold the filter while you remove the nut.
Depending on your car, an adjustable crescent wrench or fixed crescent wrench set could be your best tools to use. Some cars require large allen keys to get to the filter as well. You'll need a screwdriver for the hoses.
Your hands. The human hand is the most vital tool around. with out your hands you would not be able to hold the correct tools that are needed to complete any task that you are performing.
