Personally, I like to find out what the fish are eating in their current natural environment and try to use something close to that.

It depends on what you are wanting to catch. In salt water Shrimp or squid are a good choice. In fresh water a nightcrawler will catch many kinds of fish

Depends what you are fishing for. Pan? Bass? Catfish? Pan fish use a small hook with wax worms. Catfish can be caught with tiger worms, shrimp or chicken liver. Bass can be caught with a variety of things, spinner, topwater, rattle there is just a endless amount of baights to use.

If you do not know what is good bait for fishing then I suggest you go tot he local bait shop and ask the people that work there, since it is their job.

For bass, go with minnows (alewives or shiners), for sunfish go with worms, or if you're saltwater fishing try berkley power bait, shrimp, squid, or other natural bait.

It depends on the size and type of fish that in the area you are fishing. Worms are generally the best for catching medium to large fishes, while corn is an amazing bait for catching smaller fishes.
