What is the advantage or powered attic vents versus static vents?

The factor is the amount of insulation in the attic. There's a benefit from any vent in the attic, but the benefit increases if there's less insulation. Heat travels to cold, the attic vent introduces cooler air to draw the heat out of the house. Powered vents use electricity, so the cost is neutral with 14" or more of insulation.

AC Units greatly differ by brand. Since there are some many types of brands I would insist that you refer to your particular AC User Manual. They are quite useful.

I think that the static vent are much better because they are independent for each environment, and it saves a lot of energy in comparison of attic vents.

Powered attic vents tend to be more combustible to cause problems around house as the static vents are more reliable and get air through fans and vents them around the house.

Powered vents come open on a timer to make sure the attic is always cool enough. sometime static vents don't work and the heat is horrible in the attic and all your stuff that you store gets damp and then molds. I have a powered vent because if it stops working it will beep so I know.

If you have any leaks at all between the attic floor and the rest of the house (light fixtures, HVAC ducts, etc.) the powered attic vent fan will suck the air conditioned or heated air out of your house into the great outdoors.
