What is my recourse when a rebate fulfillment center fails to send a rebate and ignores email and calls?

I'm referring to the Samsung fulfillment center failing to send rebates or respond in good faith.

If you have tried and they still are not responding then it may be a scam or they have run out of money. If you want to take it further each state has a division that will investigate consumer complaints. See if your state has any kind of class action.

File a Small Claims action. You'll need Samsung's HQ address so they can be served. Samsung will likely resolve the matter before the case is heard.

File against Samsung in Small Claims. Take copies of all emails and phone calls to court, along with a neat summary. You'll need the corporate address. Samsung likely won't show and you'll get a judgment in your favor. Then. let the games begin!

File a suit in Small Claims. Go to court and present organized copies of the dated paperwork, as well as a detailed list of attempts to communicate with Samsung.

Well, if they are not responding then you can also hire a lawyer to deal with this matter in the most effective fashion.

In theory, you could file a lawsuit against them to enforce the deal. Realistically, however, the cost of the lawsuit would be more than the value of the rebate. You could also try contacting the Better Business Bureau or Federal Trade Commission, but neither of these is likely to help.
