Dystemper is a song by Skinny Puppy. Or did you mean distemper which is an illness that dogs and cats contract. I do not know much about the song, but I do know the correct spelling of the word and it is distemper. It causes respiratory infection and can be life-threatening if not treated. There are vaccines to prevent this.

Distemper occurs in dogs or cats and is a virus that can have several types of symptoms and can affect various parts of the body. Animals affected with distemper can experience seizures, vomiting, coughing and sneezing.
