Yes sometimes dogs can act nervous before delivering puppies. But the nervousness could be caused by any number of issues. I would talk to your vet just in case, especially if you are worried. Try to stay calm, your dog can pick up on your nervousness. Take a deep breath and call your vet.

Yes, usually dogs tend to look as if they are nervous around the time they are going to start labor. Your dog may start pacing around your house and she will try to find the 'perfect' place to have her puppies. If she doesn't have a whelping box she may try to have her puppies in a secluded, quiet place.
