You may have Cedar Apple Rust, mites, or a condition called scab. You need to establish what your problem is to see if you have to apply fungicide in early spring, and what type. Best bet would be to consult an arborist who specializes in apple trees.

Cedar apple rust fungus sounds like the culprit. The disease is not fatal to the tree or apples. It can however, weaken the apples and slow down production. The spores can float into the air and if they land on another leaf that leaf then becomes infected. You will need to provide a fungal protection

Cedar apple rust(CAR) comes from the eastern red cedar tree. It comes early in the year and spores can travel for miles. It leaves greasy orange/yellow spots on fruit. After becoming infected with CAR the fruit will die. Spray your tree in early spring to prevent this.
