Typically lifter noise indicates loose or broken components. Pull the cover and check for damage or lifter play. Follow the factory procedure for re-setting your valve clearances. It usually involve bring the cylinder up and using a feeler gauge to set the gap.

If you have solid lifters this is normal, most all shovelheads have this due to valve lash or play in the pushrods. If you have hydraulic lifters that are causing the noise then oneor more of them is probably not pumping up all the way and needs to be changed.

Almost all lifter noise is cause by loose valve train components. Usually all you need to do is remove the rocker covers set your valves to the factory specs.

The noise is the result too much play in the rods as it hits the rockers they'll need to be adjusted and the valve lash checked.
