Overflow drains are a secondary drain that works in conjunction with your primary drain, i.e., your bathroom sink. They prevent an overflow or leakage of water out of the sink.

An over flow drain is usually placed in dead end streets where the lines can be flushed and drained when water accumulates at the end of the pipes for a dead end street

An overflow drain is a drain for when the other one is full and the stuff that would go into that drain is redirected into the overflow drain. Unless you mean an overflow train, then it is a train for when the other train is too full to carry anymore people or items.
