A company that lends money, may be FDIC insured and regulated by the FDIC, but that is not necessarily owned by a financial institution, with the ability to be state-chartered in different states.

Industrial bank is another name for an industrial loan company. A financial institution with a limited scope of services. They sell certificates labeled as investment shares and they accept deposits.
