It's the part of an electric motor or electric generator that encloses the rotor. More or less it's the can in which the rotating parts rotate. There are also motors in which the stator rotates and the rotator goes in the opposite direction or doesn't move at all. It may act as the field magnet.

The stator is the stationary array of electromagnets in an electric motor. The stator creates a magnetic field that interacts with the magnetic magnetic field of the rotor. The rotor is the electromagnet that is attached to the shaft of the motor. The stator's field spins the rotor and the shaft spins along with it.
