It is a heating body or system, which uses infrared waves. Lenght of these waves lies in the interval from 780nm to 1400nm. You can use it as an alternative or in combination with the usual heating methods.
Not sure what role Quartz plays in this.
however I believe Quartz, has an inherent time keeping ability. Must be related to the decay of radio active particles , which can be measured, but not seen.
