A "portal" is a place where most information is centralized. An example of a web portal would have links to the blog, forums, members, information, etc. Web portals are used for ease of access and control for both the administrator and the user. It sometimes allows the use of multiple softwares to be connected to one portal.

When talking about computers it typically refers top an access point usually on something like a website portal. This could be something like a page of links to other sites.
