The Polar Heart Monitor is simply a heart rate monitor being sold through a company called POLAR. Polar sells a variety of heart rate monitors.

I own one. Polar just refers to a brand as far as I know. The one I own has a strap that you wear around your chest and a wrist display unit that communicates with the band. It will give you a readout of your heart rate. It's used to optimize training ranges.
