In the USAF, it means "eligible to re-enlist. " In the US Army, USN and USCG, it means "ineligible to re-enlist without COMNAVCRUITCOM WAIVER. " There are re-entry codes of 3, 3A, 3B, 3C and so forth, which means different things in each branch of the military, including the USMC. Google "military re-entry code" and you'll get a complete list.

This means the individual is eligible for reenlistment but must secure a waiver to do so. There are a variety of subsections to RE 3 that the individual will need to discuss with their recruiter if they wish to reenlist. The code may have been issued for a variety of reasons such as pregnancy or failure to meat educational requirements.
