I'm not completely sure of this but I think it has to do with the legality of it being allowed on public roadways. Full time, I believe, isn't legal.

Well a full time recreational vehicle is one that a resident may decide to live in. Usually this happens in a park and they include more type of accessories. I have not heard of part time though although you can use this on trips and etc.
