In order to be considered a "feature," a film must be more than 90 minutes. Otherwise, it is a "short" and cannot be released as the main attraction (feature) in a theater. The "feature" is what people pay to see.

This means a film has been produced for theatrical distribution. The main attraction is the screening of the film on the big screen and not for television or direct to video markets. These features are usually longer than shorter films and have more money and advertising put into them.

A feature film is a film being "featured" at your local movie theaters, otherwise known as a movie display. The name "featured" implies this is being played and displayed at the movies. These are also usually I believe full length films, none of those short clips. That is what a "feature film" is.
