DVD-ROM stands for DVD-ReadOnlyMemory and means that you are not able to alter its content. You are not able to add some data or delete the saved data using a dvd writer. In contrast there are DVD-Rs and DVD-RWs which allow you to write new data to an DVD once (DVD-R) or multiple times (DVD-RW).

DVD-ROM stands for Digital Video Disc - Read Only Memory. It is a DVD that can only be written once. Once a DVD-ROM is burned, it cannot be rewritten. It is a very common DVD format usually used for video or archiving files. For example, DVD movies and Windows installer disks are both DVD-ROM format disks.
