Over paying your federal or state taxes entitles you to a refund. To receive your refund, file a return with the appropriate taxing authority (IRS,state, etc) within the allowed timeframe.

It depends on the government of your country about the imposition of tax refund. But, most probably the state will grant you a tax refund. Because in my country, if the individual tax payers have overpaid, they will just go to the government unit who collect the tax and request for refund.
