Police officers are charged with maintaining the peace and enforcing the law when it is violated. Police officers do not "administer capital punishment. " In states where capital punishment is an option, the judge will hand down the ruling following a recommendation of the jury. There are positions in a correctional facility that assist in these matters.

They get turns carrying to completion executions. It is believed this acts as stress relief for all the police force because lets face it: Killing convicted criminals is not only sanitary, reduces encarceration costs but can also be fun.

Police officers do not legally 'administer' capital punishment, they simply carry out the state's (or federal government's) order to end the life of another. Each state will have rules and guidelines for the department of corrections (or prison) that will vary widely and are not likely to be readily available to the general public.
