There are a couple of answers. Most commonly used for shopping and/or auction sites, NWOT means New Without Tags, or New Without Original Tags (from the manufacturer). Then there is the Australian definition of North West Outer Territory refering to Islands located in the Indian Ocean such as Cocos Keeling, Christmas Island.

NWOT means "new without tags." It is a term used by re-sellers on sites like Ebay to designate the condition of things they are selling -- the seller believes the item is brand new but no longer has tags attached to it. Likewise, NWT means "new with tags."
