Lugia is the mascot and a legendary pokemon in Silver and SoulSilver. In Pokemon the Movie 2000, Lugia was considered the most powerful of the legendary birds (above Moltres, Articuno, and Zapdos). When the other three birds fought, Lugia took Ash to collect the spheres needed to restore balance.
