It means that something becomes four times bigger/ huger/ more numerous than it was before, that something has increased a 400%. But you also can use the word "foufold" in other contexts, as there are e.g. the fourfold model, even called fourfold policy, which describes a model of suisse politics.

It means that something has increased by four times, or that something has quadrupled. If gas was a dollar last week and is now four dollars, it has increased four-fold.
