An hourglass figure is a very feminine body type. The woman may have a very small waist relative to the size of their chest and hips, hence creating the illusion of an hourglass when taking into account only their outline. It is a primarily flattering term and can be dressed in classic manners quite easily to accentuate these features.

"Hourglass figure" is usually used to describe a woman with a narrow waist. If you traced an outline of her body it would be similar to an hourglass.
