The veil (also known as caul) is a thin filmy remnant of the amniotic sac; it is harmless and easily removed. Folklore says a child born with the veil has a special destiny, psychic abilities, or good luck.

A veil on the face of a newborn is just the membrane from the placenta. Of course it can just be taken off in the delivery room right after birth.
