No, there is abosolutely nothing to be concerned about, it just means that your son has strong gums and when there are strong gums the teeth takes time to erupt and regrow after losing the temporary ones.

If a child's permanent tooth is not coming in it could mean an adult tooth never formed to replace it. I lost two baby teeth and never had adult teeth grown in. I had a x-ray done and turned out that no adult teeth ever formed so I was never going to have teeth in those two spaces.

I don't think it means anything, some children are just slower at getting permanent teeth than others. I would give it some more time. If your really concerned contact a dentist.

Most children don't start getting permanent teeth until five or six years old, starting with the front teeth. If your child is 7 or older, see a dentist or a doctor. The permanent teeth may be impacted (sideways). Or there could be developmental problems ranging from malnutrition to slow body growth to be evaluated.
