Your suspicions should be shared with the child welfare agency. You don't have to give your name. When you call tell them of your concerns and they do the rest.

It depends on what you mean by 'inappropriate'. If she is actually abusing or neglecting the children, you should alert the police. However, if you just disagree with her parenting style, then it is really none of your business, especially since she is just your neighbor and not a friend or family member.

If she is harming her children social services needs to be contacted. If she does not do things to your standard you should stay out of it.

If you believe that a child is in danger, call the police or Child Protective Services. Otherwise, it's probably none of your business and you should just leave them alone.
