To obtain a new car title you will need a bill of sale or registration for said vehicle. Go to department of motor vehicles and apply for lost title. The title should be recieved within two to three weeks depending on location, just fill out application and wait it will be mailed.

You need to contact the state agency responsible for car registrations in the state where the vehicle was last registered. If you don't know where it was last registered and titled, you can order a CARFAX with just the VIN number and that will tell you what you need to know, maybe even who might still have the title.

You can usually contact the DMV and the can inform you about how to get a new copy of the lost title. However it won't be free.

Yes, you can, but you must go to the police station with your documents and get a new one. It will take some time, because they will ask you a bunch of questions,and it will probably cost you some money too, but in the end you will get your new car title.
