They help people deal with the liquor licensing laws in their state. Liquor licensing is handled on a state-to-state basis in the USA, laws vary wildly from state to state, rules are often strictly enforced, and taxation is complicated and strongly enforced. This leads to a legal minefield, and alcohol brokers help would-be entrepreneurs navigate that minefield.

They assist liquor store and restaurant owners in getting a liquor license. In most states there are only a set amount of liquor licenses, so they are highly prized. An alcohol broker knows all the ins and outs of obtaining or transferring a license.

They purchase wine, distilled spirits and beer from producers, and sell it usually to reatilers but sometimes to other wholesalers/brokers. They serve as a conduit between the producer and the retailer. They usually buy in very large lots, such as hunders or even thousands of cases, thus can get a good price break by the producer.

The word "broker" just means a person who sells something. Real estate brokers sell houses, stock brokers sell shares of stocks to people.. you get the idea. So an alcohol broker is just a person who sells and recommends different types of alcohol (in bulk) to establishments like restaurants and bars.
