Red spots on your legs could be caused by any one of a number of irritants. You may be experiencing a contact dermatitis, resulting from an allergy to soap, a lotion, or even your laundry detergent. This could also be a heat rash, caused when warm skin is placed in extended contact with wet or damp clothing.

If you shave your legs, these could simply be shaving rash. They may be infected or inflamed hair follicles. Other causes could be contact dermatitis, dry skin, or a reaction to heat.

They could be hives. Frequently people get hives on their upper thighs and it can be due to an allergic reaction. One source of this reaction could be an antibiotic.
