This could be caused by a variety of things. Check to see that he does not have fleas as bites could look like that. It could also be from some sort of skin allergy. Check other areas on his body and see if he is itching. It could also be canine acne which certain breeds are prone to such as boxers and bulldogs.

Bumps on a dogs nose could come from an irritation, like brushing up against the wrong plant. It could also come from excessive licking or pawing at the nose. Try some anti-biotic creme on his nose. Try to him from licking it off. If the bumps do not get better after a week, the dog should see the vet.

If your dog likes to snoop around a lot he may have gotten into something that caused an allergic reaction such as a plant or some chemical that was in the garbage. Whatever the cause get him to a licensed veterinarian to check him out. Until then keep his nose clean.

Your dog could have a severe allergy causing the bumps, and bleeding could be caused by scratching the bumps. Your dog could have stuck his nose on a prickly plant of some sort. He could have been attacked by a porcupine. I would suggest you take your dog to the vet.
