It might be early signs of arthritis, but the more likely culprit is a condition known as Plantar Fascitis. This is an inflammatory foot condition that causes symptoms that are most noticeable first thing in the morning.

Arthritis could be the cause of your morning foot pain, but it's more likely to be caused by minor swelling. Which is why it's only "morning" foot pain and passes as you progress. I know it sounds odd, but you might try stretching your foot muscles before sleep. This could prevent this condition.

It could be plantar fascitis if in the arch of the foot. Pain in the large toe can be arthritis and if the foot has a stiff feel in the morning it may also be arthritis.
