Your blood sugar can rise when you do not eat if your body has insufficient insulin levels. What you are probably experiencing is a delay in your body's reaction to foods that were eaten in the past, rather than some other source of sugar.

It doesn't unless you mean "dawn phenomenon"- your body releases hormones to prepare for waking which raises blood sugar levels- diabetics often notice this in their morning blood check. Fasting lowers your blood sugar causing an hypoglycemic reaction. However even if fasting, stress will cause your blood sugar to rise.

If you do not eat and your blood sugar in your body drops, your body releases hormones that cause your liver to break down stores of sugar and correct it.

Not eating for four to five hours or fasting, beta cells are not bringing down a high post meal blood sugar. Try a protein snack, a slow releasing carbohydrate.
